ARTICLE I - NAME
The name of this organization shall be the Woodstock Chapter of the Star Touring & Riding Association,
hereafter referred as the “Woodstock Chapter”.
1) The Woodstock Chapter shall operate under the rules and regulations established within the
International Charter. No Chapter bylaw shall supersede the International Charter.
2) The Woodstock Chapter has formed under a non-profit status.
ARTICLE II - OBJECTIVE
It is the objective of the Woodstock Chapter to promote safe and enjoyable motorcycle riding and group
activities within a family atmosphere.
ARTICLE III - CHAPTER MEMBERSHIP
1) Perspective members can join the Star Touring & Riding Association upon the completion of their
third chapter ride and/or event. To attend any chapter events thereafter, the perspective member must
join and be voted into the chapter by a “majority” vote.
2) All Chapter members must hold a current membership in the Star Touring & Riding Association.
Expired memberships, unbecoming conduct, or a violation of any Chapter agreement is cause for
suspension or removal from the Chapter and its activities of Board vote.
3) Full-price chapter dues are required for those joining the Chapter between January and August.
Beginning September 1st, dues are reduced to half-price.
4) Members should participate in at least 40% of the Chapter’s yearly events, i.e., rides, socials,
meetings, etc; to be considered a “Member in Good Standing.”
ARTICLE IV - MEMBERSHIP RIGHTS
1) Only a “Member in Good Standing” will be authorized to vote on major Chapter issues. The Board
determines what major Chapter issues are. Voting for major Chapter issues will be done by ballot to
protect the anonymity of each voter.
2) All members may vote on minor Chapter issues by a show of hands.
3) A quorum must be reached before any Chapter issue may be voted on. All issues need to be
passed by 2/3 vote by the quorum. For major issues, a quorum consists of a minimum of twelve
“Members in Good Standing”. For minor issues, a quorum consists of a minimum of ten members, either
associates and/or “Members in Good Standing”.
4) Members may abstain from a vote for just cause, i.e. they are not familiar with whom or what the
Chapter is voting on.
5) Activity sign-in is required for credit towards a “Member in Good Standing” status.
6) The elected officers of the Woodstock Chapter shall consist of President and Vice President.
7) The Woodstock Chapter shall have annual elections for President and Vice-President, every
December. The Chapter President shall notify Chapter members at least 30-days in advance of the date
of the elections. At that time, nominations will be accepted.
8) After the election, the President and Vice-President will appoint the following officers: Sergeant at
Arms, LOS Representative, Secretary, Treasurer, Historian/Photographer, Ride Captain(s), Tail Gunner
(s), and Captain of the Shepherds.
9) Chapter Officers are required to participate in at least 50% of all Chapter Meetings/Events/Rides.
10) Members must adhere to the “chain of command” on all Chapter issues. For the purposes of
explanation, the “chain of command” shall be as follows:
Chapter Representative > Sergeant At Arms > Vice President > President
11) Any grievance between members, or between the members and Chapter, shall be directed to the
Chapter President via “chain of command.” The Chapter President shall convene the Board of Trustees
to deliberate on the grievance.
ARTICLE V – CHAPTER OFFICER DUTIES
1) Chapter President: The Chapter President shall encourage member growth and involvement;
coordinate any local events; coordinate with Star Touring regarding any questions, issues and take steps
that no drug or alcohol violations occur on Star Touring sanctioned events; and be enthusiastic. The
Chapter President shall assure Chapter member compliance with the Star Charter; shall exercise general
supervision over the members of the Chapter Board, as well as the affairs of the Chapter; shall have the
authority to make day to day decisions concerning the operation of the Chapter; shall maintain a working
relationship with Chapter sponsors and dealer sponsors; shall represent the Chapter in involvement with
the other riders groups and organizations; shall be the point of contact for all Chapter members in
communicating with STAR International.
2) Vice President: The Chapter Vice President shall stand in for and hold the responsibilities of the
President in his absence; shall work with all committee chairs to coordinate and inform board of
committee progress; shall work with the President to obtain sponsors and representing the Chapter and
STAR Touring and Riding.
ARTICLE VI - CHAPTER APPOINTED POSITIONS
1) Sergeant at Arms: The Sergeant of Arms shall be present at all meeting and rides to keep and
maintain order, shall ensure safety and ensure bikes are road worthy.
2) LOS (Ladies of Star) Representative: The LOS Representative shall work to make all women,
either rider or passenger, feel welcome as a member of the Chapter; shall coordinate with the national
LOS Director for support; shall work within the Chapter to further the image of women in motorcycling.
3) Secretary: The Chapter Secretary shall keep minutes of all meetings; shall conduct a roll call of
members at general meetings; shall be sure that all members sign in on roster for all chapter events; shall
make sure that all members have signed a waiver form for the current year; shall make sure that all emails
are forwarded to the membership, shall assist in the coordination and collection of funds during all 50/50
raffles.
4) Treasurer: The Chapter Treasurer shall maintain a bookkeeping system for the funds of the
Chapter; shall make a monthly financial report to the Chapter Officers and to the membership at each
general meeting; shall oversee sales of Chapter merchandise, e.g. tee-shirts, etc.; shall place all orders
and collect all monies for items purchased from STAR Touring and Riding, i.e. back patches, rockers,
etc.; shall coordinate and collect funds during all 50/50 raffles.
5) Historian/Photographer: The Chapter Historian/Photographer shall keep record of Chapter rides,
events and statistics; shall give a year end report on number of events Chapter participate in, miles
traveled as a Chapter, ride attendance and members who made most events and rides.
6) Ride Captain(s): The Chapter Ride Captain(s) shall ride in the front left position in the pack and
lead each group of riders; shall call for lane changes by signal to Tail Gunner; shall notify group of road
hazards as they are found by hand-signal to be passed back through the group.
7) Tail Gunner: The Chapter Tail Gunner shall at all time be the last rider in the formation; shall be the
only rider to stop and assist another rider in the group that has experienced a problem; shall upon
notification by signal, sent back from the Ride Captain, move left or right to secure the open lane for a
group lane change; shall monitor the entire group to maintain formation, shall notify the Ride Captain and
Chapter President of any violations in ride procedures.
8) Captain of the Shepherds: The Captain of the Shepherds shall give orientation to new members,
review group riding safety issues, and implement Chapter safety programs.
ARTICLE VII – REMOVAL OR SUSPENSION
1) A Board of Trustees must be convened to decide upon a member’s suspension or removal from
the Chapter. This Board of Trustees shall consist of the Chapter President, Chapter Vice-President,
Sergeant at Arms, LOS Representative, and the Ride Captain (who represents the general membership).
2) The Board of Trustees must reach their decision by a “majority” vote, and furnish the member with
a written explanation of their findings and decision. The decision of the Board is final.
ARTICLE VIII – SANCTIONED EVENTS
1) The Chapter President must submit his approval on all Chapter events and Chapter rides before
they can be considered “Officially Sanctioned Events.”
2) Official events end only when the Chapter President or his representative issues a declaration that
the event is over.
